What's actually true
There is no universally agreed definition of a 'failed state.' The Fund for Peace renamed its Failed States Index to the Fragile States Index in 2014 because the term was misleading. In many African contexts, governance is hybrid — delivered through a mix of formal institutions, local authority, and informal systems.
