What's actually true
Primary school enrolment in Sub-Saharan Africa rose from about 52% in 1990 to around 78% today. Africa has the fastest-growing youth population in the world, with millions more children entering school each year. A crisis suggests collapse; these systems face pressure, not breakdown.
